It is about to be the end of the year of2016. It is also high time that we gather together looking into the past andthe future. All kinds of forums and salons are waiting for you to attend atthis time every year, but what you really want is something that has more amazingideas and practical knowledge. Now, hosted by IPR Daily, the 2016 GlobalIntellectual Property Ecology Congress (GIPC) is coming in the expectation ofall the IP practitioners! Under the theme of "Intellectual PropertyOperation”, this congress will discuss about the topics of operation rationallywith an inclusive attitude and inspect the realistic difficultiescomprehensively.

選擇“運(yùn)營(yíng)”作為今年大會(huì)主題絕非偶然。近些年，在國(guó)內(nèi)知識(shí)產(chǎn)權(quán)領(lǐng)域，從政府主管部門，到相關(guān)行業(yè)組織，再到知產(chǎn)優(yōu)勢(shì)企業(yè)，都在知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)方面做了不懈的努力，嘗試了各種模式，這些都是值得肯定與尊敬的。當(dāng)然，這些動(dòng)作的最終效果還有待觀察，但運(yùn)營(yíng)之門已經(jīng)開(kāi)啟。

The theme of "Intellectual PropertyOperation” is not chosen randomly. In recent years, from the governments, tothe relevant organizations and to some excellent companies, we IP practitionershave made great efforts and tried all methods to look for the best model of IPoperation. All these efforts are admirable and respectable. Even though theresults of these efforts still need time to be seen, the door of IntellectualProperty Operation has already been opened.

回首這一年知產(chǎn)圈的各類會(huì)議活動(dòng)，有關(guān)運(yùn)營(yíng)內(nèi)容的討論最受關(guān)注，業(yè)界對(duì)于運(yùn)營(yíng)話題的熱情持續(xù)升溫。但細(xì)觀之則不難發(fā)現(xiàn)，在以往各類大小論壇當(dāng)中，對(duì)于運(yùn)營(yíng)主題的安排有兩點(diǎn)不足之處：一是在環(huán)節(jié)設(shè)置上，以單一演講（變相廣告）為主，遵循“以和為貴”的傳統(tǒng)思維，沒(méi)有形成充分的觀點(diǎn)交鋒；二是在發(fā)言主體上，以企業(yè)和學(xué)者為主，有意無(wú)意的疏遠(yuǎn)專業(yè)運(yùn)營(yíng)機(jī)構(gòu)（即所謂的NPE），以至內(nèi)容涵蓋不夠完整。

Looking back to this year, the mosteye-catching discussion among all kinds of conferences and activities is aboutthe IP operation and this discussion is still getting more attention. However,if you take a serious look, it's not so hard to notice that those twoshortcomings of the themes in the past. The first is about the setting of theitems, which mainly contain a single keynote (disguised advertising) that alwaysfollows the traditional thinking of "harmony is precious" and has no brainstorming;The second is that, the speakers always consist of enterprises and scholars,which have an intention to alienate Non-Practicing Entities (so-called NPE), thusthe content of their speeches are always incomplete.

目前國(guó)內(nèi)知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)領(lǐng)域似乎還是一個(gè)沒(méi)有展開(kāi)拼殺的戰(zhàn)場(chǎng)，但已經(jīng)可以聞到硝煙的氣味。那么，知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)到底是鏡花水月，還是真金白銀？知識(shí)產(chǎn)權(quán)運(yùn)營(yíng)在中國(guó)現(xiàn)實(shí)狀況究竟如何？未來(lái)的發(fā)展路徑應(yīng)該如何選擇？面對(duì)外界的種種質(zhì)疑與擔(dān)憂，NPE機(jī)構(gòu)代表將如何予以回應(yīng)？這些答案都將在本屆年會(huì)論壇上予以一一揭曉。

So far, the domestic IP operation market isa battleground that has not started fighting, but we can already smell thesmoke of gunpowder. We urge to know if IP operation is on earth an illusion or somethingcan really bring us good. What is the realistic situation of IP operation inChina? What is the road leading to the future? Faced with all the doubts andworries, how will the NPE representatives response? All these answers will be revealedin our 2016 GIPC.
